Once approved, refunds are processed back to your original PayPal payment method. Timing depends on your bank or card issuer:
Upon issuing your refund, any access credentials or download links associated with your purchase will be considered revoked. We trust our customers to act in good faith — the toolkit is a research product built on publicly available government information, and we stand behind its value.
Refund requests submitted more than 30 days after the purchase date are outside our standard guarantee period. We evaluate these on a case-by-case basis. If you believe you have exceptional circumstances, reach out and we will do our best to work with you.
Your purchase is also covered by PayPal's standard buyer protection policies. If you are unable to reach us or are unsatisfied with our response, you may open a dispute directly through your PayPal account. We will cooperate fully with any PayPal resolution process.
We are also subject to Costa Rica's consumer protection framework under Ley No. 7472 and you may contact the Comisión Nacional del Consumidor (CNC) at the Ministerio de Economía, Industria y Comercio (MEIC) if needed.
